John Cicero, MAI, CRE, FRICS is a founder and Managing Principal of Miller Cicero, LLC. In addition to appraising property, Mr. Cicero is responsible for managing and reviewing appraisals prepared by the professional staff, as well as client relations and daily office administration. Mr. Cicero has a quarter century of commercial appraisal experience. Prior to the formation of Miller Cicero, LLC, he was employed as a Vice President and manager of a national appraisal firm in their New York City office. From 1989 through 1992 he was Vice President in Chemical Bank’s Market Analysis and Valuation Group, where has was responsible for reviewing appraisals prepared for the Bank, and acting as an in-house consultant on valuation-related matters. Mr. Cicero has extensive experience with a wide variety of commercial property including multi-family buildings, apartment houses, office buildings, retail property, blocks of unsold co-ops and condos, industrial and flex buildings, vacant land and special-use property. He is particularly proficient at complex cash flow modeling. Mr. Cicero has been admitted as an expert witness in the Supreme Court of the State of New York County of New York, New York City Surrogate's Court and the American Arbitration Association. Mr. Cicero is a former Director of the Catholic Charities of Brooklyn and Queens Progress of People’s Development Corp. (POP), a not-for-profit corporation that develops and manages affordable housing in those boroughs, and a member of the New York State Association for Affordable Housing (NYSAFAH). He also serves on the Advisory Committee for the NYU Furman Center Preservation Data Project, a 3-year project funded by the Macarthur Foundation committed to creating a central database of all affordable rental housing in New York City. Mr. Cicero received a post-graduate diploma in Real Estate Investment and Analysis from New York University’s Real Estate Institute, and his BA degree from the State University of New York at Binghamton. Jonathan is a co-founder, and managing principal of Miller Cicero, LLC, as well as co-founder and President/CEO of Miller Samuel Inc., a leading real estate appraisal and consulting firm he co-founded in 1986. The firm provides appraisal services on roughly $5 billion worth of property per year in Manhattan, Brooklyn, Queens, The Bronx, Staten Island, Long Island, The Hamptons/North Fork, Northern New Jersey, Westchester County, NY and Fairfield County, CT. Mr. Miller is a state-certified real estate appraiser in New York and Connecticut, performing court testimony as an expert witness in various local, state and federal courts. He holds the Counselors of Real Estate (CRE) and Certified Relocation Professional (CRP) designations. He is an Associate Member of the Appraisal Institute, an Appraiser "A" Member of the Real Estate Board of New York and a member of Relocation Appraisers and Consultants, Inc. Mr. Miller is a New York Real Estate Instructor for both qualifying and continuing education courses as well as a New York State Real Estate Appraiser instructor for both qualifying certified general and continuing education courses. He is the author of a series of market reports considered the "report of record" covering the New York metropolitan area that are relied on by the media, financial institutions and government agencies including the Federal Reserve, Internal Revenue Service, U.S. Department of Housing and Urban Development and the NYC Office of Management and Budget and others. Mr. Miller serves on the New York City Mayor's Economic Advisory Panel representing the residential real estate sector and has participated in studies on valuation issues with academic institutions including New York University, Princeton University, Columbia University and Baruch College. Steven Manheimer is a Senior Vice President at Miller Cicero, LLC. A native New Yorker and resident of Riverdale, Bronx, Mr. Manheimer has over 14 years of commercial real estate experience. Mr. Manheimer specializes in complex valuation assignments and is particularly proficient with cash flow modeling. He has developed an expertise in office building and retail valuation but also has extensive experience with affordable housing, apartment buildings, development sites and industrial buildings. Prior to joining Miller Cicero, LLC, Mr. Manheimer was employed as an associate in the New York City office of a national appraisal firm, where he appraised property throughout the Northeastern United States. Mr. Manheimer has an extensive background in real estate market research. As a Senior Research Associate at RE/Locate (Realty Information Tracking Services), he oversaw the division responsible for maintaining a database of companies located throughout the New York City metropolitan area. Mr. Manheimer supervised and trained the market research staff in on-site canvassing and information-gathering techniques. He was responsible for quality control of one of the company's proprietary software programs and was instrumental in the production of the company's various reports and products. Mr. Manheimer is a New York State Certified General Real Estate Appaiser. He received his Bachelor of Science degree in architecture from the City College of New York (CUNY). He has completed several real estate courses at New York University's Real Estate Institute and maintains ongoing continuing education for state licensing. |
